At the World Artificial Intelligence Conference (WAIC) in Shanghai on Friday, President Xi Jinping outlined a far bigger goal: building an alternative to the U.S.-led AI order. It’s not just about smarter models, but also technical standards, digital infrastructure, training, and geopolitical reach. Reuters reports that Beijing is positioning itself as a partner for developing nations seeking AI gains without relying on U.S. tech firms or political conditions.
For years, the AI race looked like a contest between companies such as OpenAI, Google, Anthropic, and Chinese players like DeepSeek and Alibaba. Now the competition has shifted to something deeper: not only who builds the smartest AI, but who sets the rules, infrastructure, and economic terms of the global AI economy.

China doubles down on AI diplomacy

In his speech, Xi cast AI as a global public good that should be accessible to all countries. He warned that unequal access could trigger “new historic inequalities” and called for more international cooperation on open-source AI, knowledge sharing, and joint development. He also announced that China will offer 5,000 training placements to developing nations over the next five years and launch new international AI cooperation centers with partners including ASEAN, the African Union, the Arab League, BRICS, and several Latin American countries.
China also unveiled the World Artificial Intelligence Cooperation Organization (WAICO), a new international body aimed at shaping global AI governance—Beijing’s bid to build its own multilateral platform alongside Western alliances.
The strategy mirrors China’s earlier Digital Silk Road, which helped roll out telecom networks, cloud infrastructure, and digital services worldwide. AI now looks like the next phase of that geopolitical play.

To consumers, the AI race often looks like a showdown between ChatGPT, Claude, and Gemini. Behind the scenes, the real power struggle is much bigger.

According to the Financial Times, Beijing is trying to build an AI ecosystem where Chinese software, cloud platforms, and standards become global defaults—boosting China’s tech influence and creating long-term economic and political dependencies.

The quiet battle over standards

A frequently overlooked front in the AI race: international standards.
Technical standards define:
