China is aggressively upgrading its public health infrastructure by embedding
artificial intelligence and big data analytics directly into its national disease prevention framework. According to a recent announcement from the National Disease Control and Prevention Administration, the country aims to significantly strengthen its outbreak response capabilities throughout the 15th Five-Year Plan period spanning 2026 to 2030.
The newly unveiled national disease prevention and control plan marks a strategic pivot toward digital health resilience. Sun Yang, deputy administrator of the administration, detailed how the initiative will accelerate the application of research findings and advance key technologies in priority areas.
Rather than relying on traditional, siloed reporting methods, authorities are deploying intelligent software to streamline infectious disease surveillance, epidemiological investigations, and immunization programs.
Accelerating Outbreak Detection
The tangible impact of this digital transformation is already visible across the country's healthcare network. China has successfully deployed intelligent infectious disease monitoring and early warning software at more than 50,000 medical institutions. This technological integration has
reduced the average diagnosis-to-reporting time from 5.2 hours to just 3.7 hours, simultaneously minimizing missed and duplicate reports.
Moving forward, the strategy mandates real-time monitoring and automated alerts for fever cases in outpatient and emergency departments, alongside continuous tracking of stress levels within medical institutions. This proactive approach is designed to catch emerging threats before they escalate into widespread public health crises.

Integrated Prevention and Community Coordination
Beyond raw technological speed, the plan emphasizes structural cohesion. Authorities are establishing joint prevention and control mechanisms across provincial, municipal, and county levels to ensure seamless coordination between medical institutions and disease control agencies.
A major innovation in this strategy is the push for integrated prevention. Health officials are now conducting joint surveillance of more than 10 respiratory pathogens, including influenza, COVID-19, respiratory syncytial virus, and mycoplasma. This allows a single biological sample to be tested for multiple diseases simultaneously, drastically improving diagnostic efficiency. Similar multi-pathogen approaches are being rolled out for zoonotic, vector-borne, and blood-borne infections.
To fortify defenses against sudden outbreaks, the government is also bolstering emergency response teams, refining contingency plans, and expanding stockpiles of essential medical supplies. By weaving community-level public health committees into this digital fabric, China is building a comprehensive, society-wide shield aimed at modernizing its disease prevention system to provide stronger safeguards for economic and social development by the end of the decade.
