Microsoft 365 Copilot is Microsoft’s organizational AI product for work. It combines Copilot Chat with permission-aware context from emails, files, meetings and chats; native assistance in apps such as Word, Excel, PowerPoint, Outlook and Teams; and agents for research, analysis and multi-step work.
The important distinction is licensing. Many eligible Microsoft 365 users already receive Microsoft 365 Copilot Chat at no additional cost. The paid Microsoft 365 Copilot add-on adds full grounding in work data through Work IQ, broader in-app capabilities, priority access and advanced agents. Buying a license is therefore not the first step for every employee.

What is Microsoft 365 Copilot?
Microsoft 365 Copilot is an AI layer across Microsoft 365. It can answer questions, create and edit content, retrieve information a user is allowed to see, and coordinate work across approved apps and agents.
Its main components are:

This is not one model in one chat window. Microsoft can use models from different providers, including OpenAI and Anthropic, inside a governed Microsoft 365 experience. Which models and features appear can depend on the license, tenant settings, release channel, geography and administrator approval.
Copilot Chat versus Microsoft 365 Copilot
The names are similar enough to cause expensive misunderstandings.
Microsoft 365 Copilot Chat is the included work chat available to users who sign in with a Microsoft Entra account and have an eligible Microsoft 365 or Office 365 subscription. Microsoft’s current
Copilot Chat eligibility list includes common Business, Enterprise, Frontline, Education, Government, Teams and Office 365 plans.
Microsoft 365 Copilot is the paid add-on. It expands the same workplace experience with full work-data grounding, richer in-app capabilities and advanced agents.

Microsoft’s own
with-and-without-license comparison uses labels such as Copilot Chat Basic, Microsoft 365 Copilot Basic and Microsoft 365 Copilot Premium. Those labels are more reliable than assuming that every person who sees a Copilot button has the same features.
What Copilot Chat can do without the add-on
An included Copilot Chat user can:
- ask questions grounded in current web information;
- draft, summarize, brainstorm and create images;
- upload or explicitly reference permitted files;
- use enterprise-protected chat;
- use Copilot Chat in Outlook with limited inbox and calendar context;
- access some in-app experiences when their tenant and license provide a Basic entitlement;
- use organizational agents on a metered basis when an administrator enables them.
That is enough for a useful baseline pilot. It is not the same as giving Copilot standing access to everything the user can reach in Microsoft 365.
What the paid license adds
The paid license is most valuable when a workflow depends on:
- retrieving context across multiple work sources without manually attaching each one;
- creating or editing directly inside Microsoft 365 apps;
- reasoning over meetings, messages, people and organizational relationships;
- running Researcher, Analyst, Facilitator or other advanced agents;
- building and using internal agents at predictable per-user entitlement;
- receiving priority model access;
- measuring adoption and business impact at organizational scale.
Do not buy the add-on merely to replace a public AI chat. The economic case becomes stronger when work context and native app actions remove meaningful manual steps.
How Work IQ works
Work IQ is Microsoft’s workplace intelligence layer. It brings together three kinds of context:
- Data: emails, documents, chats, meetings, calendars and connected business content.
- Context: people, relationships, projects, preferences and work patterns.
- Tools: Microsoft 365 app capabilities and approved actions that an agent can invoke.
Work IQ is not a separate consumer subscription. It powers Microsoft 365 Copilot experiences, and Microsoft also exposes Work IQ APIs for custom agents under usage-based billing independent of a per-user Copilot license. This guide uses the term for the workplace intelligence layer; the pricing guide owns the license decision.
When a licensed user asks, “Prepare me for tomorrow’s customer review,” Work IQ can help Copilot identify the meeting, relevant participants, recent email, shared files and open work. The response is assembled in the context of that signed-in user.
Work IQ does not create permission to see data. Microsoft says its retrieval and semantic indexing honor existing identity-based access controls, sensitivity labels and organizational boundaries. If a user can open an overshared SharePoint file, however, Copilot may also be able to surface it. Permission-aware retrieval preserves the permissions you have—including bad ones.
That makes data hygiene a deployment requirement, not an optional security project.
Microsoft Graph and semantic indexing
Microsoft Graph represents people, activities and content across a tenant. Microsoft 365 Copilot uses Graph plus lexical and semantic indexing to find contextually relevant material.
Traditional keyword search looks for matching words. Semantic retrieval can find conceptually related content even when the wording differs. This can improve recall, but it can also surface an old or unofficial file that happens to look relevant.
Organizations should therefore:
- identify authoritative locations;
- remove broad legacy sharing;
- label sensitive material;
- archive or delete obsolete versions;
- improve file names and metadata;
- assign owners to high-value knowledge;
- test retrieval with real user permission profiles.
Copilot is not a cure for a disorganized tenant. It can make both useful knowledge and existing information-governance weaknesses easier to find.
Microsoft 365 Copilot Search
Microsoft 365 Copilot Search is a universal, AI-assisted search experience across Microsoft 365 and supported connected sources. A user can search for a project, customer, policy or person, inspect the returned evidence, and move into Copilot for analysis or action.
Search and chat serve different purposes:
- use Search when the main task is finding the authoritative item;
- use Chat when the task is explaining, comparing or transforming found information;
- use an agent when the task requires a repeatable procedure or several coordinated steps.
Connected sources do not become magically trustworthy. Administrators still need to decide which systems are indexed, how permissions map, who owns the source and whether stale content should remain discoverable.
Copilot in Word, Excel, PowerPoint, Outlook and Teams
Native app integration is Microsoft 365 Copilot’s clearest structural advantage. It can work on the object already open rather than forcing a user to export it, upload it elsewhere and copy the result back.

Availability differs. An included Copilot Chat user may receive useful Basic experiences in some apps, while a paid licensed user receives broader and priority capabilities. Consumer Microsoft 365 subscriptions follow a different entitlement model again.

Researcher, Analyst and Facilitator
Microsoft provides agents that own narrower working patterns.
Researcher
Researcher is designed for complex, multi-step investigation. It can use the web and permitted work content to build a source-cited report rather than returning only a quick chat answer.
It is suitable for:
- a market or competitor brief;
- a policy comparison;
- an account-preparation report;
- a synthesis of internal and public evidence;
- an evidence map before a strategic decision.
Researcher supports model choice, including Claude models from Anthropic when the administrator permits Anthropic as a Microsoft subprocessor. Model choice does not remove the need to inspect citations. A polished report can still connect evidence incorrectly or miss the best source.
Analyst
Analyst focuses on data analysis. It can reason over files and business data, help structure an analysis, generate calculations and produce visual or written findings.
Use it to explore a question, not to become the system of record. Important totals, forecasts, accounting outputs and statistical conclusions should be reproduced in a controlled model or checked against the underlying data.
Facilitator
Facilitator assists with meetings and collaboration. It can help take notes, track an agenda, surface decisions, identify actions and create supported follow-up material.
Meeting AI changes participant expectations. Organizations should define when transcription or recording is used, how notice is provided, what retention applies and who may access the recap.
What is Copilot Cowork?
Copilot Cowork moves from a prompt-and-response pattern to delegated, multi-step work. A user describes an outcome; Cowork can plan steps, reason across approved Microsoft 365 content and tools, take supported actions, and expose progress so the user can steer or stop it.
At
general availability in June 2026, Microsoft said Cowork used Anthropic models including Opus 4.8 and Sonnet 4.6. Additional model options can appear through Microsoft’s Frontier program. Administrators can disable the Anthropic model family.
Good Cowork tasks have:
- a bounded outcome;
- clearly permitted sources;
- a known destination;
- explicit constraints;
- review points;
- a reversible action path.
For example:
Review the project files and the last four internal meeting summaries. Draft a status report in Word using the approved template, create an Excel risk register, and prepare an Outlook email for my review. Do not send the email or change any source file.
“Run the launch” is not an acceptance criterion. It conceals authority, source and completion decisions that the user still needs to define.
Cowork should also not be confused with a normal chat, with an Analyst session, or with Copilot Studio. Cowork delegates a particular body of knowledge work; Copilot Studio builds reusable agents and workflows.
Agent Builder versus Copilot Studio
Microsoft offers two broad creation routes.
Agent Builder
Agent Builder is intended for employees who need a relatively simple agent grounded in selected knowledge and instructions.
Examples include:
- a policy Q&A agent;
- a product-information agent;
- a team onboarding assistant;
- a proposal checklist;
- a project-status helper.
An agent still needs an owner, scope, source list, test cases and retirement process. “No code” does not mean “no governance.”
Copilot Studio
Copilot Studio is the fuller platform for designing, connecting, testing, deploying and governing agents. It is the better fit when an agent needs:
- business-system connectors;
- actions and workflows;
- multiple agents or orchestration;
- external channels;
- environment and lifecycle management;
- detailed analytics;
- stronger administrative control;
- metered capacity planning.

Paid Microsoft 365 Copilot licenses include useful Copilot Studio rights for employee-facing internal agents, but not every agent action becomes unlimited. Metered services, premium connectors, Azure resources and capacity packs can still create additional cost.
Microsoft 365 Copilot pricing and licensing
Copilot Chat is available at no additional Copilot charge to eligible Microsoft Entra users with qualifying Microsoft 365 or Office 365 access. Paid Microsoft 365 Copilot is licensed per user as an add-on or qualifying bundle. Business offers support up to 300 users; enterprise licensing uses a separate add-on and eligibility path.
The add-on is not a complete Office suite by itself. Base licenses, annual or monthly commitment, local tax, partner terms, bundles and temporary promotions all change the final cost. Microsoft’s

business pricing should be treated as current purchase pages, not permanent numbers.

License by workflow, not by status
Giving every executive a license and no operational employee one is rarely a rational allocation method. Score roles by:
- frequency of qualifying work;
- amount of time spent across Microsoft 365 information;
- ability to use native app actions;
- quality and accessibility of underlying data;
- consequence of errors;
- availability of a reviewer;
- measurable value of saved time or improved output.
Use Copilot Chat as the baseline. Add paid seats where Work IQ, apps or agents change the end-to-end workflow enough to justify the cost.
Data protection, privacy and permissions
Microsoft says Microsoft 365 Copilot and Copilot Chat provide enterprise data protection. Its
privacy and security documentation says prompts, responses and data accessed through Microsoft Graph are not used to train the foundation models that power Microsoft 365 Copilot.
The protection boundary does not solve every risk.
Oversharing
Copilot respects existing permissions. It can therefore expose information a user technically could access but would never have found through normal navigation.
Hallucinations
Grounding reduces unsupported output; it does not eliminate it. Copilot can cite the wrong passage, miss a condition or combine correct facts into an incorrect conclusion.
Prompt injection
An email, document, webpage or connected item can contain instructions intended to manipulate an AI system. Treat retrieved content as untrusted input and restrict consequential actions.
Agents and subprocessors
An agent can call systems, models and connectors beyond an ordinary chat. Administrators should understand which provider processes data, which controls inherit, what is logged and which actions require confirmation.
Anthropic models require a specific residency check. Microsoft says they are currently outside the EU Data Boundary and applicable in-country processing commitments, and they are disabled by default for EU, EFTA and UK tenants. Separately enabled preview models with data retention can use Anthropic’s own terms and retention rather than Microsoft’s standard subprocessor arrangement. The

Retention and legal discovery
Copilot interactions can fall within Microsoft 365 retention, audit, eDiscovery and Purview controls. A “no transcript” meeting mode does not necessarily mean no Copilot interaction record.

Technical requirements
Microsoft maintains the current
Microsoft 365 Copilot app and network requirements. Exact prerequisites vary, but a normal organizational deployment should confirm:
- an eligible Microsoft 365 base license;
- a Microsoft Entra ID account;
- the Copilot add-on for premium capabilities;
- supported Microsoft 365 Apps versions and update channels;
- required network endpoints and connected experiences;
- Exchange Online primary mailboxes for Outlook-dependent features;
- OneDrive and SharePoint availability for file-grounded work;
- supported market and language;
- admin settings for web search, agents and model providers;
- suitable Microsoft Purview, sensitivity-label and retention configuration.
Microsoft notes that device-based licensing for Microsoft 365 Apps for enterprise is not supported for Copilot. Web versions of Word, Excel and PowerPoint can also depend on browser settings such as third-party cookies.
Do not diagnose a missing button by buying another license immediately. First check the user’s in-product Basic or Premium label, account identity, app version, update state, privacy controls and administrator policy.
A responsible deployment plan
Phase 1: establish the baseline
Enable or assess included Copilot Chat for an approved group. Document:
- which tasks users attempt;
- which sources they upload;
- answer quality;
- time to an accepted result;
- recurring questions;
- policy or permission failures.
This distinguishes a need for training from a need for paid grounding.
Phase 2: prepare information
Before enabling broad Work IQ access:
- scan for oversharing;
- review high-risk SharePoint sites and Teams;
- remove obsolete content;
- improve sensitivity labels;
- establish authoritative knowledge locations;
- define retention for Copilot interactions;
- decide whether web search is allowed.
Phase 3: choose paid pilots
Select two to five workflows, not an entire department. Good pilots are frequent, measurable and reversible.
Examples:
- weekly account preparation;
- meeting-to-status-report workflow;
- first-pass analysis of a recurring workbook;
- proposal creation from approved sources;
- policy research with citations.
Phase 4: configure and test
- assign licenses to the pilot group;
- enable only necessary agents and model providers;
- test with normal and edge cases;
- verify results under different user permissions;
- create task-specific review checklists;
- train users on source inspection and data rules.
Phase 5: measure complete value
Measure:
- active human time;
- end-to-end cycle time;
- acceptance and rejection rates;
- corrections;
- source quality;
- downstream errors;
- license and consumption cost;
- user and customer outcome;
- security or policy incidents.
Generated documents, prompt counts and hours “saved” in a survey are weak substitutes for accepted work.
Phase 6: scale or stop
Scale a workflow only when the benefit survives review cost and difficult cases. Reclaim unused licenses. Keep Copilot Chat for users who do not need premium context, and route specialized automation to Copilot Studio when a reusable process—not a personal assistant—is the real requirement.
Common Microsoft 365 Copilot mistakes
Assuming everyone has the same Copilot
A consumer account, an Entra Copilot Chat account, a Basic in-app label and a paid Premium license can show similar branding with different rights.
Buying seats before fixing access
The rollout makes old oversharing easier to discover and then blames Copilot for revealing it.
Treating a generated answer as a record
The source email, document or business system remains authoritative. Copilot’s synthesis is a draft.
Connecting every system
More context can mean more noise and more exposure. Add sources only when a defined workflow needs them.
Automating a vague process
An agent cannot repair unclear ownership or contradictory rules. Stabilize the process first.
Measuring only adoption
High prompt volume can represent curiosity, rework or failed retrieval. Measure accepted outcomes.
Ignoring unlicensed users
Copilot Chat is already available to many employees. Policies and training must cover them even if the organization buys no add-ons.
Is Microsoft 365 Copilot worth it?
Microsoft 365 Copilot is most likely to justify its price when:
- employees already live in Microsoft 365;
- relevant work data is well governed;
- users repeatedly assemble context across files, email, meetings and chats;
- native app changes reduce copying and reformatting;
- advanced agents fit recurring research or analysis;
- the organization can measure accepted outcomes.
It is less compelling when:
- work happens mostly outside Microsoft 365;
- source data is inaccessible or unreliable;
- users only need generic web-grounded chat;
- use is occasional;
- the workflow has no reviewer or success metric;
- a deterministic automation would be cheaper and safer.
Start with the included product. The paid add-on should earn its place through Work IQ, apps or agents—not through the Copilot name alone.

Microsoft says prompts, responses and Microsoft Graph data used by Microsoft 365 Copilot are not used to train its foundation models. Connected services and optional model providers should still be reviewed under their applicable Microsoft terms.

That power makes preparation more important. Clean permissions, define authoritative sources, choose real workflows, preserve human review and measure the complete result. A Copilot license does not create an AI strategy; a well-governed workflow can make the license valuable.
